Summary You will serve as a Contract Specialist in the Procurement Group of NAVAIRWARCENAC DIV supporting the F-35 programThis Contract Specialist position supports cradle to grave contracting requirements for the F-35 program including the acquisition of knowledge-based services, information technology supplies and services, consulting support, and any other deliverables or tasks required for program office operationsDuties--- You will serve as a contract negotiator responsible for pre-award and post-award functions involving highly complex and specialized procurements of significant importance to the NAWCAD mission.--- You will perform long-range acquisition planning and formulate business strategies.--- You will plan negotiation strategies, coordinate strategies with negotiation teams, and lead negotiations which are conducted with contractors to discuss technical deficiencies and cost issues.--- You will prepare justifications and approvals, determinations, and findings and solicitation documents.--- You will explore new or innovative contracting approaches to arrive at equitable contract arrangements.--- You will accomplish other duties as assignedRequirements Conditions of Employment--- Must be a US Citizen.--- Must be determined suitable for federal employment.--- Must participate in the direct deposit pay program.--- New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification checkTo learn more about E-Verify, including your rights and responsibilities, visit e-verify.gov--- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade levelThis requirement is called time-in-gradeTime-in-grade requirements must be met by the closing date of this announcement.--- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA)Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.--- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.--- Males born after 12-31-59 must be registered for Selective Service.--- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on dutyFailure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.--- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA)Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframesQualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sectorExamples of specialized experience include: (1) Planning, developing, and administering all aspects of procurement to include pre and post award functions in support of a major air weapons system acquisition program; (2) Utilizing price and cost analysis techniques to evaluate proposals and prepare associated documentation; (3) Applying negotiation techniques to conduct negotiations with high level business, industry, scientific, and government officials; (4) Providing acquisition advice and researching information to support long-range planning and business strategies as well as meet contracting requirements for assigned program; (5) Interpreting acquisition regulations such as the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR) as well as agency acquisition policy to provide program stakeholders and customers with technical guidance to accomplish contracting initiatives;
