JOB TITLE: Federal Policy and Certification Compliance
Specialist JOB LOCATION: Montpelier, VT WAGE RANGE*: 100K-125K JOB
NUMBER: 25-02955 REQUIRED EXPERIENCE: Responsibilities include, but
are not limited to: ? a. Support state teams in navigating CMS
certification and FNS compliance processes, ensuring alignment with
the MITA/SIRT framework and federal standards. . ? b. Provide
expert guidance on federal compliance requirements for Medicaid and
other program initiatives, with a focus on certification readiness
and APD compliance. . ? c. Support the development and review of
compliance documentation, including APDs, to meet CMS and FNS
standards and ensure consistency with approved funding strategies.
. ? d. Collaborate with state teams to implement processes and
systems that align with MITA maturity levels and objectives. . ? e.
Monitor policy changes and provide strategic recommendations to
ensure ongoing compliance with federal regulations. . ? f. Support
state communication with CMS and FNS representatives to address
compliance questions, support review activities, and secure
required approvals, CMS certification, and FNS concurrence in
accordance with the SNAP Go-Live guidance. . ? g. Conduct gap
analyses and identify areas requiring improvement for CMS
certification readiness and recommend actionable solutions. . ? h.
Provide training and resources to state staff on federal CMS
certification requirements, the MITA framework, the FNS SIRT
requirements, and broader federal compliance expectations ? i.
Review project deliverables to ensure compliance with MITA, CMS,
and FNS requirements throughout the project lifecycle. ? j. Support
close-out activities by documenting compliance milestones, lessons
learned, and areas for future improvement. JOB DESCRIPTION The
Federal Policy and Certification Compliance Specialist provides
critical advisory services to support existing state positions in
ensuring that all procurement and implementation activities comply
with federal standards, including those outlined by CMS and FNS.
This role focuses on adherence to CMS Certification processes,
Medicaid Information Technology Architecture (MITA) framework, and
compliance with FNS expectations as outlined in FNS Handbook 901.
In addition to supporting readiness, this role also supports the
State's broader compliance with federal planning and funding
requirements, including the development and maintenance of Advance

an eventual hourly rate is determined by a comprehensive salary
analysis which considers multiple factors including but not limited
