The Maryland Department of General Services (DGS) supports State and local government agencies, non-profit organizations, and Maryland citizens by providing facilities management, real estate, surplus property services, security, and law enforcement for State buildings. Preston Street, Baltimore, MD 21201Main Purpose of JobThis role is within the Office of the Chief Operating Officer, Information Technology Division of DGS. Its primary goal is to facilitate the implementation, enhancement, and support of the technology platform, providing leadership on technology strategies, process planning, requirements gathering, and process improvements. The role involves managing technology operations, coordinating with the State workforce on IT processes, and recommending activities to streamline processes through technology.POSITION DUTIESKey Responsibilities:

• Product Strategy & Vision: Define and manage the product roadmap and vision aligned with State requirements, user needs, and business goals. Prioritize features based on value, feasibility, and impact.
• User & Business Value: Use data to understand user behavior and business priorities. Define success criteria to ensure product outcomes deliver value.
• Requirements Gathering & Translation: Collaborate with stakeholders to gather, document, and translate needs into technical requirements and user stories.
• Cross-Functional Leadership & Delivery: Lead teams through the product development lifecycle, ensuring timely delivery and managing risks.
• Technical Oversight & Systems Integration: Ensure solutions are scalable, compliant, and integrate with Maryland's financial and ERP systems.
• Customer Support Coordination: Oversee help desk and user support processes for technology platforms.
• Performance Analytics & Reporting: Analyze data, monitor system performance, and identify improvement opportunities.
• Quality Assurance & Continuous Improvement: Implement quality controls and incorporate feedback for iterative improvements.
• Stakeholder Engagement: Maintain communication with stakeholders, provide updates, and manage interdepartmental dependencies.Desired or Preferred Qualifications- Bachelor's degree in computer science, IT, or related field.- 8+ years in product delivery, with 5+ years in product development or ownership roles.- Proven experience in launching systems, aligning technology with business processes, managing product roadmaps, and using agile practices.- 2+ years managing IT staff and resources.- Strong knowledge of modern technologies, agile methodologies, and data-driven decision-making.- Preferred certifications: PSPO, CSPO, PMP, or ITIL Foundation.Selection ProcessComplete and accurate application required.
