building material of choice.TheRoleNRMCA's Senior Director of
Learning and Development will have responsibility for activating
the vision and managing the delivery of the Association's strategic
direction for the learning and development and workforce
development program for the employees of our member companies and
affiliate partners.This includes annually analyzing needs,
designing solutions, developing learning programs, delivering
instruction, and evaluating all programs for learner satisfaction
and organizational impact. This position reports to the Senior Vice
President, Learning and Development.SpecificResponsibilitiesIn
coordination with NRMCA colleagues, subject matter experts, key
member stakeholders, and colleagues from professional practice:Plan
andPromote
- Understudy and support the annual planning process: course
catalog, schedule, and
- Contribute to the annual L&D communication plan, including
Feathr social media campaign (daily), eNews articles (weekly),
Workforce Development Committee newsletter (monthly),
ConcreteInFocus magazine (quarterly).
- Document project plans (including timelines and
accomplishments) in team software to build visibility and
transparency into workflows and patterns of management.Analysis
- Lead and publish the annual learning needs analysis for NRMCA
and its co-brands (Build With Strength, Pave Ahead, and EPA grants)
on the fiscal year.
- Develop and routinely update learning personas for all NRMCA
learning
- Research and remain current with trends, advances, and best
practices in learning and development to ensure the learning
portfolio remains current for the modernDesign andDevelopment
- Prioritize and build future-focused learning pathways for all
learner personas in the NRMCA
- Design learning solutions and programs that; 1) respond to the
findings of the annual needs assessment and 2) incorporate research
on best practices and trends in learning and
- Adhere strictly to the design and development guidelines for
certificate and certification programs, including liaising with the
stakeholders and committees.
- Recommend and incorporate new learning technologies and modern
instructional techniques into existing curriculum.
- Monitor and enforce the NRMCA curriculum branding and visual
identity
- Manage the development of all NRMCA curriculum (virtual,
online, face-to-face, and blended) to satisfy the attributes of,
and align with, the NRMCA curriculum rubric.
- Integrate all curriculum into the Learning Management System
(LMS) and Association Management System (AMS) for accuracy and
currency of record-keeping and
- Ensure learning programs and assets follow federal, state, and
local legal regulations and accommodate learners of all
abilities.
- Develop, coach, mentor, and train faculty and adjunct faculty
in facilitation skills and instructional techniques to optimize
learning.Deliver
- Facilitate training sessions and learning events in a variety
of formats, both as core faculty and supporting staff member.
- Serve as the LMS (BlueSky) administrator and manage the
delivery of all digital learningEvaluate andAccount
- Build, deploy, and manage, a rigorous evaluation methodology
that incorporatesKirkpatrick'sfour levels and allows NRMCA to
(eventually) report on return oninvestment.
- Design and build systems and dashboards that report on the
performance of the L&D portfolio and support quarterly business
reviews and annual needs assessment.
- Contribute strategic thought and tactical execution to the C.E.
accreditationprocess.
- Serve as the learning and development knowledge manager,
cataloging all learning content and material into a digital library
using approved naming conventions and folder structure.Partnership
andEngagement
- Develop engagement strategies to build a Professional Learning
Community maximizing member access to Assess the success of
development plans and help member employees make the most of
learning opportunities through career pathing.
- Serve as the secondary liaison to the Workforce Development
Committee, supporting the planning and facilitation of three annual
meetings, engaging members to offer insight that supports short-
and long-term goals for industry workforce enhancement and
sustainability, as well as obtain insight about HR-compliance
related advocacy needs.RequirementsandSkillsEducation: Master of
Arts in Instructional SystemsDesignRelevant Experience: At least
ten years of experience managing the learning function, with a
special emphasis on workplace learning for adult
practitioners.Knowledge
- All aspects of the theory and practice of instructional systems
design and its application to workforce learning and performance
improvement.
- Accreditation procedures and professional certification
- Adult learning theories and their application to training
- Instructional technologies (including digital, mobile, and
social), eLearning authoring tools, and LMS integration.
- Strategic planning, change management, project management,

- Demonstrated ability to engage with a wide variety of
stakeholders, both internal and external to Must have experience
working across multiple networks and stakeholder groups and a
proven ability to build strong relationships with member leaders,
senior executives, colleagues, vendors, and partner
organizations.
- Proven track record in designing, developing, delivering,
evaluating, and managing successful in-person, virtual, and digital
training programs required.
- Excellent presentation and facilitation skills, with the
ability to engage diverse
- Experience managing projects and documenting processes

- Proficient in MS Office, Association Management Systems
(Protech), Learning Management Systems (BlueSky) and other
instructional technologies.
